COGR's Response to OSTP's RFI on Accelerating the American Scientific Enterprise

COGR submitted a response to OSTP’s request for information (RFI) on “Accelerating the American Scientific Enterprise,” reaffirming its support for OSTP’s goal of enhancing national scientific competitiveness while reducing unnecessary administrative burden. Responding to a subset of questions posed in the RFI, the comments offered recommendations focused on improving the effectiveness and predictability of federal research funding and partnership mechanisms; reinforcing policies that support research translation and innovation; strengthening regional innovation ecosystems, workforce development, and research infrastructure; promoting clear and consistent federal expectations for the responsible use of emerging technologies; reducing regulatory complexity; and advancing coordinated, risk-based approaches to research security that protect sensitive technologies without imposing duplicative compliance obligations on institutions.
