COGR's Response to OSTP's RFI on Accelerating the American Scientific Enterprise

COGR submitted responses to select questions posed in the White House OSTP's request for information on "Accelerating the American Scientific Enterprise." The comments recommend harmonization and modernization of federal research policies to reduce administrative burden, enable robust public-private partnerships, support technology transfer, foster regional innovation, and facilitate the translation of research into societal benefit. COGR emphasizes the need for harmonization across grant management, reporting, compliance, and security requirements; calls for increased support for translational research and innovation infrastructure; and urges balanced policy approaches to inclusive access, AI integration, and research security, all while minimizing duplicative or burdensome regulations that impede the research enterprise’s effectiveness and impact.
