The Joint Associations Group (JAG) Virtual Town Hall on July 15, 2025, presented the Financial Accountability in Research (FAIR) Model, a proposed new framework for funding research indirect costs to enhance transparency, accountability, and simplicity across U.S. research institutions. After extensive community input on two provisional models, the FAIR Model was developed with both "Base" and "Expanded" options to accommodate institutions of varying sizes and capacities, replacing the traditional Facilities & Administrative (F&A) rate structure. The model aims to directly align funding with project costs, reduce administrative burdens, support regulatory compliance, and promote a more equitable and efficient research funding partnership between the federal government and research institutions, with a planned two-year transition period and further collaboration with Congress and federal agencies for implementation.
