NSF and NIH are independently implementing the NSPM-33 guidance with near-term updates to their policies and forms. NSF is introducing revisions to its Proposal & Award Policies & Procedures Guide (PAPPG), aligning as closely as feasible with the proposed federal common forms, and incorporating requirements for certifications of accuracy, use of persistent identifiers (such as ORCID, though optional), and mandatory use of SciENcv for form generation by late 2023. New policy sections on disclosure, research security, and scientific integrity are introduced, and post-award requirements for updating disclosures are formalized. NIH will similarly introduce new disclosure sections and update its Biosketch and Other Support forms, aligning with federal standards and adding features like optional ORCID IDs, electronic signatures, and updated certification language. Both agencies are committed to continual refinement of the forms and guidance, further integrating automation and reducing administrative burden, while maintaining rigorous standards for transparency and research security.
