Thursday, June 8:

9:30 a.m. - 9:45 a.m.  Opening Remarks:  COGR Board Chair Jeffrey Silber and COGR President Matt Owens.

 

9:45 a.m. - 10:45 a.m. Navigating the Federal and State Legislative & Regulatory Landscapes:   Steven Bloom, Assist. Vice President for Government Relations at the American Council on Education (ACE) and Michael Hardy, Associate Vice Present for Government Relations at Texas A&M University will discuss strategies for navigating areas in which there are competing, and sometimes conflicting, state and federal requirements, including requirements that may impact institutional autonomy and academic freedom. 

 

10:45 a.m. - Noon  COGR’s 2023 F&A Institutional Survey:  This session will provide the preliminary results of COGR’s F&A survey, conducted from January to April 2023. The results of the survey provide a resource for the membership to benchmark key metrics and assist COGR in advocacy efforts around F&A issues. Note, all survey results are kept behind the COGR Portal and any results that are made public are in aggregate only and de-identify all institutions. Insights from the presenters and feedback from the audience during this session may inform strategic directions and next steps COGR will take with the results of the 2023 F&A survey. Presenters for this session include Sarah Axelrod, Assistant Vice President, Office of Sponsored Programs, Harvard University, Jeremy Forsberg, Associate Vice President for Research, University of Texas at Arlington, Michael Legrand, Director of Costing Policy and Analysis, University of California Davis, and Maria Soliman, Director, Compliance, University of Iowa.

1:00 p.m. - 2:00 p.m. Updates from the Office of Management & Budget (OMB): Policy officials from the OMB Office of Federal Financial Management (OFFM)––Deidre Harrison, Deputy Controller, and Steven Mackey, Policy Analyst––will provide an update on OMB activities, including an update on the status of the revisions to the Uniform Guidance. Ms. Harrison is a leader on the topic of financial innovation and transformation in federal government operations. Several of her ideas are available in an interview conducted through the Bureau of Fiscal Service, U.S. Department of the Treasury. Mr. Mackey is the designated point person in charge of implementing revisions to the Uniform Guidance. Both will provide the COGR membership with insights into the important work being done at OMB and how it may impact our community.

2:15 p.m. - 3:15 p.m. NIH Data Management and Sharing:  Six Months In:  Krystal Toups, Director of Contacts & Grants Administration (CGA) will moderate a panel discussion with Christi Keene, Senior Director, Research Finance, University of Chicago, Melissa Korf, Senior Director, Research Contracts, Data & Security, Harvard University, and Jim Luther, Interim Research Compliance Officer, Yale University, to discuss activities and updates on the FDP Pilot.  Joining representatives from FDP is Michelle Bulls, Director, Office of Policy from Extramural Research Administration, NIH. Also, as part of this session, David Kennedy, Director of Costing & Financial Compliance (CFC) will present the results of the COGR Survey, DMS and the Cost of Compliance.

 

3:15 p.m. - 3:45 p.m. DOD Update on Harmonization Efforts Concerning Assessment of Risk of Inappropriate Foreign Influence in Research Proposals:   Dr. Bindu Nair, Director of Basic Research at the U.S. Department of Defense will present on efforts to promote consistency across DOD units in processes used to assess the risk of inappropriate foreign influence in research funding proposals.

8:30 a.m. - 9:30 a.m. Addressing Researcher’s Personal Financial & Institutional COI:   Federal research funding agencies have had long-standing regulations governing the disclosure and review of researchers’ personal financial interests that may bias their research.  Agencies have renewed their focus on both personal and institutional COIs in the context of research security, and REC recently published a new paper “Analyzing Personal Financial and Institutional Conflicts of Interest in Academic Research Contexts.”  This session will discuss issues presented by both personal financial and institutional COIs in the context of case studies. Presenters for this session include Stacy Pritt, Assoc. Vice President, Research Support and Regulatory Management and Asst. Professor, UT Southwestern Medical Center, Brian Smith, Chief Ethics and Compliance Officer & Senior Associate Vice Chancellor, Research Infrastructure & Operations, University of California San Francisco, and Debra Thurley, Asst. Vice President for Research, Pennsylvania State University.

 

 

9:30 a.m. - 10:30 a.m. Hot Topics in Cybersecurity:  The proposed OSTP research security standards include requirements pertaining to cybersecurity.  The expanded DOD CMMC requirements are scheduled to be issued this spring, and the long-awaited FAR CUI clause is expected to be released shortly.  The cybersecurity landscape is changing and rapidly evolving. A panel including Kim Milford, Chief Information Security Officer (CISO) at the University of Illinois, Urbana (formerly CISO at REN-ISAC) and Jarret Cummings, Senior Advisor for Policy and Government Relations at EDUCAUSE, will discuss the latest developments.
