9:30 a.m -9:40 a.m.  Opening Remarks:  COGR Board Chair Jeffrey Silber and COGR President Wendy Streitz

 

9:40 a.m. – 10:40 a.m. Data Management & Sharing I:  Making Progress to January 2023:   The new NIH Policy on Data Management & Sharing goes live on January 25, 2023. COGR’s focus is: institutional readiness, costing considerations, and advocacy. COGR staff and institutional representatives will provide an update on all three areas and address other institutional concerns.

 

10:40 a.m. – 11:00 a.m. Data Management & Sharing II:   Federal Perspective:  Building on the first session, we will continue the discussion on Data Sharing & Management from the federal perspective with Michelle Bulls, Director, Office of Policy for Extramural Research Administration, NIH.

 

11:00 a.m. – 12:00 p.m. NSPM-33 Implementation Guidance Disclosure Requirements & Standardization Forms: Jean Feldman, Head, Policy Office within the Division of Institution and Award Support, NSF, and Michelle Bulls, Director, Office of Policy for Extramural Research Administration, NIH.  This session will discuss the recently released proposed common disclosure forms for the Biographical Sketch and Current and Pending (Other) Support posted for public comment by October 31, 2022.  

 

12:00 p.m. - 1:00 p.m. Buffet Lunch: Seating available in Dupont, Thomas, Logan, and Metropolitan Ballroom

 

1:00 p.m. – 2:00 p.m. Guest Speaker:  Dr. Francis Collins, Senior Investigator with the National Human Genome Research Institute (NIH), and former National Institutes of Health Director, will participate in a fireside chat with COGR President Wendy Streitz. 

 

2:00 p.m. – 2:15 p.m. Break

 

2:15 p.m. – 3:30 p.m. NSF and OSTP Updates on NSPM-33 and the CHIPS and Science Act:   Dr. Rebecca Keiser from NSF and Dr. Christina Eller from OSTP will provide updates on research security provisions of NSPM-33 and the CHIPS and Science Act. Adam Hickey, Deputy Asst. Attorney General for the National Security Division, Department of Justice (DOJ) will discuss DOJ’s current approaches to research security cases.

 

3:30 p.m. – 5:30 p.m. Agency Perspectives on Preventing Sexual Harassment and Bullying in the Research Environment: Robert Cosgrove, Awardee Compliance Branch Chief, NSF, and Patricia Valdez, Chief Extramural Research Integrity Officer, NIH, will discuss agency requirements for ensuring a research workspace free of sexual harassment and bullying.  They will be joined by Candice Wright, Director, Science, Technology Assessment and Analytics, GAO, to discuss GAO’s report “Sexual Harassment in STEM Research:  Agencies have Taken Actions, but Need Compliant Procedures, Overall Plans and Better Collaboration” and its recommendations.

8:30 a.m. – 9:30 a.m. Institutional Discussion of Efforts to Promote a Research Workplace Free of Sexual Harassment and Bullying: Representatives from Duke University, Harvard Medical School, and Johns Hopkins University will provide an overview of their institution's efforts to promote a research workspace free of sexual harassment and bullying and then discuss three case studies, providing analysis from research administration, faculty, and legal counsel’s perspectives. 

 

9:30 a.m. – 10:30 a.m. Association Update:  National Association for Biomedical Research (NABR): Matthew Bailey, President of the National Association for Biomedical Research (NABR) will provide an update on current pressures on animal research and NABR’s work to safeguard the future of biomedical research that involves the responsible, humane, and ethical use of animals.

 

10:30 a.m.-10:40 a.m. Break

 

10:40 a.m. – 11:00 a.m. The COGR Research Security PhaseI Survey: An Update: COGR will be publishing the Phase I Survey Report in September.  Committee Directors David Kennedy and Kristin West will recap the findings and provide a "What's Next" perspective on research security.

 

11:00 a.m. - Noon COGR Committee Hot Topics: The COGR Committee Chairs will provide an update on Committee initiatives, with a focus on hot topics.
