NSF Guidance for Major Facilities and Contracts Regarding COVID-19

Considering the emergence and spread of the coronavirus disease 2019 (COVID-19) and inquiries received from our managing organizations and contractors, the National Science Foundation (NSF) is issuing the following guidance to entities managing major facilities under cooperative agreements or contracts issued by the Division of Acquisition and Cooperative Support (DACS):

Managing organizations and prime contractors, in consultation with their environmental health/safety and medical personnel and collaboration with appropriate government authorities, should make decisions about what is needed to keep the facility and its people safe.  Safety of the people comes first, safety and security of the facility is also critical, and you should have response plans in place.  For international travel information, consult the State Department web site for travel advisories.
For general COVID information and guidance, consult the Centers for Disease Control or World Health Organization web sites.  Managing organizations and prime contractors should communicate with appropriate NSF staff for consultation, to keep them informed of status, and to ask any questions you may have.

For financial assistance agreements, managing organizations should communicate with your program officer (PO) and grants and agreements officer (G/AO).
For prime contracts, contractors should communicate with your contracting officer representative (COR) and contracting officer (CO).

Additional costs incurred related to COVID-19 should be documented carefully.  For questions about allowable costs or other performance/operational issues related to COVID-19, please contact the PO and G/AO or the COR and CO.  Please copy COVID19_DACS@nsf.gov  on your request to ensure a timely response.
