COGR is surveying its membership on institutional experiences on obtaining fundamental research determinations from DOD in DOD-funded projects. DFARS clause 252.204--7000(a)(3) sets forth a procedure for obtaining such determinations.
The survey is being conducted in response to a request from DOD for detailed information regarding institutions’ experiences. A listening session is planned next month for COGR representatives to discuss survey results with DOD officials.
FDP is planning to update its troublesome clauses database by also conducting a survey that will obtain information at a more granular project level on institutions’ experiences. Hopefully, the results of both surveys will be available for the session.
